In the struggle over the announced job cuts at aluminum manufacturer Novelis in Koblenz, a solution is emerging from the perspective of IG Metall that could avoid compulsory redundancies. By the end of May, a comprehensive concept is to be in place that cushions the planned reduction of the workforce in a socially responsible manner – while also taking the employer's interests into account.
In September 2025, Novelis announced that up to 197 jobs would be cut at the Koblenz site. For the approximately 1,400 employees, it has long remained unclear how deep the cuts would actually be and what consequences they might have for individual areas. Ali Yener, First Authorized Representative of IG Metall Koblenz, speaks of a development that looks "very good." The goal of avoiding layoffs and securing employees' wages is "within reach." This interim status is particularly crucial for the site. Whether job cuts are ultimately implemented through layoffs or through negotiated, socially cushioned measures has significant consequences – for those affected as well as for the working atmosphere and the long-term retention of skilled workers. According to IG Metall, the talks are currently "extremely constructive."
Socially responsible instruments to avoid layoffs
According to IG Metall, several instruments are at the center of the negotiations, which are typically used in restructurings to avoid compulsory redundancies:
- One component is voluntary programs. Here, employees can leave the company in exchange for severance pay. For the employer, this can create a predictable reduction; for employees, depending on the conditions and their personal situation, it can be an alternative that financially secures the transition to new employment or another phase of life.
- In addition, there are models of partial retirement, which enable a gradual transition into retirement. In such arrangements, working hours are reduced, while top-ups and social security regulations are intended to limit the income gap. For the company, this allows for staff reductions without having to resort to layoffs.
- Another lever mentioned is a reduction in working hours to distribute the available work among more shoulders. Yener emphasizes: "This would also be a way to maintain and secure jobs in the region." In practice, however, the effectiveness of such models depends on whether production and shift planning can support it – and whether the financial impact on employees can be mitigated by accompanying agreements.
Implementation remains the decisive point for the site
Compulsory redundancies would be the harshest form of staff reduction for the workforce: They require that jobs are lost for operational reasons and – as far as employment protection law applies – a solid justification and correct social selection are carried out. That IG Metall and the works council continue to insist on excluding this option is therefore not just a symbolic goal, but a central protection mechanism for employees.
Since the announcement of the cuts, the works council and IG Metall have pushed for solutions to secure the site and demanded a future collective agreement. Such frameworks are intended in practice to stabilize employment over a defined period and to manage adjustments through qualification, working time models, or other instruments instead of short-term layoffs.
Whether this will succeed in Koblenz remains tied to measurable conditions: Are voluntary programs and partial retirement sufficient to absorb the scale of up to 197 jobs? What leeway is there regarding working hours and wages – and what commitments can the company make in return for securing the site? Until these questions are answered definitively, cautious optimism remains.
